A 2024 Texas transmission study reported average losses up to about 10% for properties within 0.5 km that were near, but not crossed by, the line. Other studies report smaller, mixed, or statistically insignificant effects. Treat these values as illustrative exposure, not appraisal conclusions.

What this means for local government

A reduction in residential market value can reduce a municipality's equalized property value over time. That does not mean a town automatically loses the same percentage of its tax revenue: levies and tax rates can adjust, shifting part of the burden among taxpayers. Wisconsin electric utility property is generally exempt from ordinary local property tax and subject to the state's utility-tax/public-utility-aid system. DOR's utility-aid formula identifies substations and certain other utility property as qualifying property; a transmission corridor alone should not be assumed to generate equivalent local aid.

Wildlife layer added: August 16, 2026. This is a screening overlay, not a field survey and not an assertion that a listed species is present at any specific parcel. Wisconsin DNR intentionally restricts precise Natural Heritage Inventory occurrence data for sensitive species.

2050 Comprehensive Land Use Plan — Environmental Corridors

Walworth County / southeastern Wisconsin planning context. The official Walworth County 2050 Comprehensive Land Use Plan GIS identifies Primary Environmental Corridors (PEC), Secondary Environmental Corridors (SEC), and Isolated Natural Resource Areas (INRA). These designations are especially useful when comparing BECI study alternatives around Elkhorn, Sugar Creek, and the surrounding Walworth County area.
PEC — Primary Environmental Corridor
Large concentrations of important natural resources. SEWRPC generally defines PECs as at least 400 acres, at least 2 miles long, and at least 200 feet wide. VISION 2050 recommends preserving them in essentially natural/open use and limiting development primarily to essential transportation/utility facilities and compatible uses.

SEC — Secondary Environmental Corridor
Smaller but significant concentrations of natural resources, generally at least 100 acres and 1 mile long unless connecting primary corridors. VISION 2050 recommends considering preservation as natural/open space, drainageways, parks, or recreation corridors.

INRA — Isolated Natural Resource Area
Important natural-resource concentrations generally at least 5 acres and 200 feet wide that do not meet the size/length criteria for PEC or SEC. These areas are also recommended for consideration for preservation.

Two map layers are provided:
1. 2050 Comp Land Use Plan — full: displays all official Walworth County 2050 land-use categories using the county's own symbology.
2. 2050 PEC / SEC / INRA only: filters the same official dataset to just the environmental-resource categories for easier comparison with the proposed transmission routes.
Important: these are planning/resource designations, not automatically equivalent to a prohibition on utility construction. However, SEWRPC's VISION 2050 specifically recommends preservation of environmental corridors, and local zoning/land-use decisions may implement additional protections.

County comprehensive-plan & environmental-corridor layers

Route-wide planning review. The developer's current BECI study area spans nine Wisconsin counties: Crawford, Richland, Sauk, Columbia, Dodge, Dane, Jefferson, Rock and Walworth. County planning systems are not standardized, so this map uses each county's closest official GIS equivalent where a public live map service is available. Existing statewide wetland, water, public-land and habitat layers remain available for counties without a comparable live planning service.

County comprehensive-plan update is underway. Until a new future-plan GIS layer is published, the map includes official Protected Area Boundaries and Protected Easements as the strongest currently published county conservation-planning layers.

Dane County's Comprehensive Plan includes Environmental & Open Space Corridors, Environmentally Sensitive Lands, parks/open space, habitat, wetlands and planned land use. I found the official plan maps but not a stable public ArcGIS REST layer suitable for direct embedding.

County uses its Comprehensive Plan Future Land Use Map for growth-management decisions. A 2024 county future-land-use map is available, but no stable public plan MapServer was located for direct overlay.

Current countywide Comprehensive Plan 2035 remains published while Renew Rock 2025–2045 is being prepared. The new Farmland Preservation Plan was adopted in August 2026. No equivalent live environmental-corridor MapServer was located.

County and local comprehensive/farmland plans emphasize agricultural, forest and natural-resource preservation, but I did not locate a countywide live future-land-use/environmental-corridor service that can be reliably embedded.

Important: “PEC / SEC / INRA” terminology is specific to the southeastern Wisconsin/SEWRPC planning framework. Other counties protect similar resources under names such as Environmental Corridor, Conservancy Overlay, Environmentally Sensitive Lands, Protected Areas, open space, farmland preservation, wetlands and floodplain. These layers are planning evidence; they do not by themselves establish that transmission construction is prohibited.
